Senators Subsidize Thier Own Television Advertising Time
On March 21, by a vote of 70 to 30, the Senate adopted
an amendment to the Campaign Finance Overhaul bill (S 27), requiring
broadcasters, during the final two months of an election campaign,
to charge political candidates the lowest rates offered throughout
the year for television ads.
Robert Torricelli (D.-N.J.) proposed the amendment in an effort
to reduce the burden of campaign expenses on political candidates,
since for most candidates television advertising represents their
highest campaign cost and recent studies, Torricelli said, showed
that candidates tend to pay abnormally high rates for advertisements
during the final months of a campaign.
Torricelli said that if Congress is going to restrict campaign funds
in the campaign finance legislation, Congress must also take steps
to "complement the reduction in fundraising.
